Job Description

Summary Director Business Development is responsible for the planning, coordination, and development, production and delivery of all products from the Proposal Center. Further responsible for planning and execution of strategic and tactical proposals. Supervises Center staff and provides leadership and direction to proposal teams. Serves as team lead when required; works under limited supervision; develops formal proposal processes and assures processes and procedures are followed and reflect the strategic goals and vision of the company; provides training to appropriate personnel on all aspects of proposal development and use of tools.

Duties & Responsibilities Serves as Proposal Manager, Deputy Proposal Manager or team lead, (depending on size/complexity of bid), plan, develop and execute proposal related tasks throughout the opportunity life cycle.
Supervises all activities related to proposal development, production and communication with teammates. Activities include leading strategic planning efforts and review teams, preparing storyboards, and ensuring proposal compliance. Staff Supervisory activities include mentoring team, preparing performance reviews, and ensuring staffs receive appropriate training and tools.
Supervises and oversees the marketing group to include development of trade show support, newsletters, internal communications and external communications, media relations, web site development, enhancement and updates, as well as the corporate branding program.
Coordinates with subcontractors to collect data and complete writing assignments required for technical proposal development
Interfaces with other Proposal & Production staff, and with senior management and support staff to ensure best resources are provided in a timely manner to support proposal and related efforts.
Develops and implements format guidance and samples, in concert with other P&P staff. Establishes and runs a fully operational proposal center, including facilities, staff, equipment and support tools.
Develops and teaches proposal -related courses (e.g. Oral Presentations, Task Order Bids, Technical Writing, Strategic Development, etc.).
Analyzes and evaluates RFP requirements, and develops comprehensive Proposal Plans (e.g. RFP/Proposal cross-reference matrix, schedule, customer background, logistics, subcontractor info, etc.).
Assists in populating Document Locator and other collaborative tools with proposal related files and information used for proposal development.
Participates in the writing, research, design, and development of proposals, and rewrites technical materials and coordinates with subject matter experts to ensure data integrity.
Adheres to government/customer specifications and company policies and practices.
Supports and attends proposal related seminars and other proposal related venues
Designs and develops marketing collateral, in-house employee oriented materials, and creates press releases and interfaces with the appropriate media outlets in promoting corporate activities and events.
Participates in special projects as required.

Requirements Requires 5 or more years of hands on proposal management and/or business development experience (at least 3 years experience as Proposal Manager) for a government contractor or equivalent technical experience.
Ability to understand and convey technical concepts and demonstrate decision making capabilities, ingenuity and creativity, and lead or follow as needed.
Demonstrate effective communications and organizational skills.
Demonstrated proficiency with office automation in areas of word-processing and graphic software (MS Office); familiarity with software and automated tools commonly used in proposal development; familiarity with graphics design, development and creation.
Advanced knowledge of the principals, procedures, and practices of proposal design, development, production and administration. In-depth experience in conducting technical research, writing and editing. Experience in coordination and management of groups associated with proposal development and public relations.
Demonstrated experience with techniques, procedures, processes, design and development of documents, publications, brochures, white papers, and other internally and externally directed materials.
Ability to supervise proposal staff or a proposal team (5 years minimum).

Education Bachelors degree in Business, or a related discipline, or equivalent combination of education, technical training, or work experience. A Masters degree is preferred.
